Why this matters
Displacement is not an abstract total: every number represents a person forced from home. UNHCR combines several population categories whose published subtotals can overlap, so they must not be added to reproduce the rounded headline total. The figure changes only when UNHCR publishes a new estimate; it is not a live registration system.
